Panama has so much to offer, it's hard to know where to start.  It has an impact literally from the moment you arrive.  First Tocumen, the modern and efficient international airport, and then the skyline – it's such an impressive sight, you'd be excused for thinking you'd just arrived in Miami rather than Panama City. 

(In fact, the locals joke that the McDonald's franchises and glass skyscrapers make Panama City the "Miami of the South," except that more English is spoken here.)

121 high-rises shape the city's profile, and dozens of others are springing up left and right.  One of them will be "the Donald's" latest venture, the $220-million, sail-shaped Trump Ocean Club, scheduled to break ground in late 2006 and open in 2009.

Naturally, skyscrapers aren't the only game in town.  Over in Casco Viejo, the capital's historical quarter and UNESCO-designated World Heritage Site, there's a renovation wave in progress.  Old architectural gems are being bought up and refurbished, conjuring up the atmosphere of its days of French and Spanish influence. 

With construction costs running well below $100 a square foot, a classic colonial-type jewel would cost a fraction of the equivalent in an historic quarter of a US or European city.  You'd also be blocks from the Presidential Palace and the National Theater, in a neighborhood where its renovated bars, restaurants, and boutique hotels make you feel like you're walking the streets of New York City's Soho.

Of course there's more to this amazing country than the city.  That's why Harper's Bazaar referred to it as "… the most beautiful retreat in the world and almost undiscovered". 

It's why the Boston Globe called it "…an undiscovered tourist paradise." 

It's why Lonely Plant talks of "…some of the finest diving, snorkeling, birding, most accessible rainforest in the world and scores of picturesque islands with hardly a human on them."

It's why the Global Mail said that it was "poised to become one of the darlings of the travel world," and that "… it's being touted among travelers in Central America as the next Costa Rica – only cheaper and less crowded."

The list goes on – the New York Times, National Geographic Traveler, Travel and Leisure, Conde Nast Traveler, and Budget Travel, amongst others, have all written about Panama's beauty and affordability.

All this press means that it's no longer quite as undiscovered as it was.  But it's no less beautiful.  And with the exposure, it's made access easier.

Two oceans… and myriad options

Access to places like its coastline… over 1,200 miles of it.  With two oceans to choose from,

Panama offers enough coastal variety to keep all ocean-lovers happy, whether your preference is for fishing, surfing, windsurfing, snorkeling, diving, kayaking, horse-riding, or simply swimming and beach-combing. 

The Pacific coast offers mile upon mile of salt-and-pepper beaches, dotted with towns, fishing villages, residential and vacation developments, and even gated golfing communities.  The eastern-most stretches of the white-sand beaches of the popular Arco Seco, which enjoys a drier climate than the rest of the country, are less than an hour from the capital.  They're popular with city dwellers over the weekend, but you can have them virtually to yourself during the week.

There's a wide selection of properties in this area, including condos, garden apartments, and luxury apartments, and at prices to suit all budgets.  Some even include golf course membership.  Here's a sample of what we'll be looking at:

  • Punta Barco – just 48 miles from the capital, one of the most exclusive beach areas of the country, set amongst prize Peruvian horse-breeding farms and million-dollar homes in a secluded cove, 3-bedroom, 3-bathroom condos, garden apartments, and villas with spectacular ocean and mountain views.  From $192,000.

By way of comparison, similar high-end properties in Costa Rica start at around $400,000.

Further west on the Pacific Coast, the black sand beaches around Panama's second city, David, are more remote with fewer developments.  Perfect for those in search of more seclusion.

Until recently, the Pearl Islands – just 50 miles from Panama City in the Gulf of Panama – were the secret of locals, the wealthy, savvy island seekers, and the fortunate few who happened to stumble upon them.  However, the popular Survivor TV series has changed all of that, and put these jewels squarely on the map.  With a history of pirates and pearls, the islands are home to prolific wildlife, turquoise waters, and countless deserted white-sand beaches waiting for footprints to be left on them. 

"The largest island in Central America, 85% of Coiba is virgin tropical forest, making it the biggest virgin forest in the Americas. About 80% of the 1,053 square mile park is oceanic, filled with whales and rare tropical fish. Coiba is perhaps best known among conservationists for Panama's last cluster of scarlet macaws, its bottle-nosed dolphins and the brown and white Coiba spinetail bird, the only bird of its kind in the world...The Spanish government has invested about $5 million to help uncover Coiba's biodiversity since 1997 and has a team of scientists working on the island...thus far just 20% of Coiba's plant life has been identified."

While Contadora is the best-known among them – it served as a refuge for the deposed Shah of Iran, and hosted the 1977 treaty signing that resulted in the 1999 hand-over of the Canal – there are over 200 other islands and islets, most of them deserted, and some of them just starting to see development.  Here's an example, our destination on the tour's optional last-day excursion:

  • Isla Saboga – on a pristine, unspoiled island with a single village of a few hundred, untouched beaches and aquamarine waters, pre-construction phase 1 prices for a new development in its early stages, villas and houses available.  From $164,250.

On the Atlantic side, the Caribbean center is the English-speaking Bocas del Toro archipelago in the west, known for its stunning coral reefs and white-sand beaches, fringed by lush tropical rainforest.  It's also one of the last affordable areas of the Caribbean, with abundant real estate opportunities for beachfront properties, teak plantations, and island hideaways. 

We'll look at a number of real estate opportunities, including developments on Isla Colon and Isla Bastimentos.  The latter island lies within the marine Parque Nacional Bastimentos, which provides protection for nesting turtles, aquatic birds and mammals, and has terrific spots for diving, snorkeling and swimming.

Bocas, as the locals call it, offers a more peaceful, perhaps even "rough-around-the-edges" kind of existence.  But since their "appearance" in a number of international "Survivor" television programs, the islands are starting to get more traffic.  All the more reason to get in on its prime real estate before prices start climbing.

Cool mountain living… and one of
the world's foremost retirement destinations

Wedged between the two coastlines are the spectacular Highlands, harboring what Modern Maturity magazine rates as the fourth-best retirement location in the world – Boquete.  Enjoying a cool round-year climate, a dormant volcano – Baru, Panama's highest peak – and forests that are home to exotic birds and other animals, it's no wonder that Americans and others are flocking here for its perfect, peaceful lifestyle.

We could go on – the San Blas islands, the Darien Gap, and the Panama Canal itself…  In truth we've only scratched at the surface of all that Panama has to offer.  There's so much more, it's no wonder it's attracting some serious attention.

"Very nice," you say, "but beauty and attractive real estate prices on their own don't necessarily make Panama any more attractive than some other Central American alternatives." 

As it turns out, these aren't the only things going for Panama.  We've already touched on its diversity and first-world infrastructure.  And we do, after all, refer to it as "the Hub of the Americas".  Here are the six main reasons we do:

  • The Panama Canal continues to be a major international trade channel, vitally important to the US and increasingly important to the burgeoning economies of the east.
  • The Free Trade Zone at Colon on the Canal's Atlantic side is the second biggest in the world, home to some 2,000 businesses.  In short, it's a major commercial distribution center.
  • Tocumen International Airport continues to grow as a Central American hub, offering first-world facilities in a more relaxed environment than the security-centric US airports just a puddle-jump away.  Right now it's in the throes of a major expansion to deal with increased business and vacation traffic.  And COPA – the nation's leading airline and #1-rated carrier in Central America – is doubling its fleet and adding 8 gates to its presence at Tocumen to deal with growing demand.

  • Panama City is a major offshore banking center, with over 80 leading banks having full service branches here, HSBC, Scotiabank, Dresdner, and BNP/Paribas among them.  More importantly, it offers first-class asset protection, banking and financial privacy, guaranteed by law – in this sense it ranks second only to Switzerland.
  • With the US dollar as its legal tender and English wide-spoken, the inherent stability of the currency and ease of transacting business have a natural tendency to attract commerce and capital.
  • With a burgeoning technology industry and the best submarine Fiber Optic Connection in Latin America, Panama has become the region's technology hub, and leading Internet companies and carriers (such as Global Crossing, MCI, Cable & Wireless, and Sky Online, to name a few) are leveraging the benefits of this gateway to the region.

From transportation to telecommunications, commerce to currency, Panama makes a compelling case for an unofficial title of Capital of Central America.  The reason is simple – it offers facilities and services that its neighbors do not.  And in most cases with a built-in level of security or guarantee.

But that's not all.  It's actually even more compelling than this.

Expansion of the Canal insures Panama's economic future

Just this past October, the country's population ratified – by an overwhelming margin of 4 to 1 – a $5.2B project to expand the Panama Canal.  It will facilitate not only more traffic, such as container vessels carrying Asian goods to the US, but also the "Capesize" bulk carrier – the largest kind of ship for iron ore and coal – for the first time. 

The project is being heralded as one of the biggest changes for world shipping in the last 30 years.  Some are saying that it guarantees Panama's economic future for the next 10 years. 

Here's how Kathleen Peddicord, publisher of International Living, sees it: "Elsewhere in this Central American region, political posturing is taking center stage. In Panama, though, the focus seems squarely on business, trade, and economic growth. The Canal Referendum, now passed, assures the country's position as the Hub of the Americas for the foreseeable future. It's a shout being heard 'round the world and reminding us all how committed this country is to its agenda of peace and prosperity."

Top of the class in Latin America for stability and growth…

When Donald Trump announced his Trump Ocean Club, to be built on the upscale peninsula of Punta Pacifica, it was – like all of his other investments – the result of careful consideration of all the contributing factors.  To ensure that his first foray into Latin America would be a success, he chose a locale that offers two primary elements – stability and growth. 

Like any rational businessman, he wasn't going to plunk down a huge chunk of money if there was any risk of it being appropriated by a banana republic dictator.  That's why Panama was such an obvious choice.  Ever since the overthrow of Manuel Noriega in 1989, Panama has been run by freely elected democratic governments committed to peace and prosperity.

In fact, a constitutional amendment in 1994 permanently abolished the military.  With its western neighbor, Costa Rica (also without an army), Panama has effectively created a demilitarized zone.

As far as the economy is concerned, the inflation rate for the past 40 years has averaged less than 2%.  I'd say that's about as stable as it gets.

On top of that, Panama's economy grew at 7.9% in the first half of 2006.  That's after 6.4% growth in 2005.  And the IMF has projected that it will be Latin America's top performer in 2007.

All this for a nation that first had to recover from a military dictator that decimated the country, and then had to take over the running of the Panama Canal from the most developed nation in the world.  It's done an outstanding job, and if anything has exceeded expectations, through prudence in its policies and a focus on the fundamentals – stability and growth.

… and a friendly, welcoming philosophy
that embraces foreign investment

Part of this successful philosophy has involved courting and embracing foreign investors.  It does so with a set of generous incentives:

  • A 20-year exemption of any import taxes due on materials, furniture, equipment, and vehicles
  • A 20-year exemption on real estate taxes for all assets of the enterprise
  • Exemption from any tax levied for the use of airports and piers
  • Accelerated depreciation for real estate assets of 10% per year

Given all the positives, it wouldn't surprise me to hear that the term "no-brainer" became part of the Trump vernacular as he considered Panama in his Latin American options.

However, let's put this in perspective.  While it's clearly a great boost for Panama to have someone like Donald Trump lend his brand name to its own promotions, the investment opportunity isn't restricted to the billionaires and commercial emperors of the world.  It's wide open for the individual as well, and in the same arena – real estate.  For example, the 800 units of the Trump Ocean Club are all for sale… to individuals.  Ditto for all the others, both built and being built – they're for sale to individuals.

The same is true for the incentives – they kick in as soon as the investment exceed $50,000.  There are also additional 15-year tax exemptions on income-earning real estate investments in one of the special "tourist zones" such as Casco Viejo.

And the same parameters of stability and growth apply equally to each individual investor as they do to a major commercial name.  Which is why "no-brainer" should be part of your own vocabulary when you talk of Panama's investment potential.

Or better yet – when you talk of it as a potential new home or retirement location.  That's when the real personal benefits kick in, benefits that go way beyond the initial outlay for your apartment, condo, cottage, or villa…

Live and stay healthy for pennies on the dollar

Earlier we talked about Panama's low cost of living.  To lend it some substance, here are some real-life examples:

  • Fill your grocery cart with water and soda, eggs and bread, butter and cheese, olives, nuts, ham for sandwiches, pancake mix, and more, for less than $20
  • Enjoy a full dinner at a mid-range restaurant for $10 a person
  • Hire a gardener for just $1.25-1.50 an hour (still substantially above the minimum wage)

Medical costs are generally a fraction of those in the US, with the same level of care, since many Panamanian doctors are US-trained.  And without the lawsuits that are commonplace in the US, insurance is far cheaper too.  For example, the insurance copay on a doctor's visit is $7.00, while you can get your teeth cleaned for $15.

So are drugs, with many available over the counter that require a prescription in the US.

The cost of living is surely cheap here, by anyone's standards.  But it gets even cheaper if you qualify for Panama's pensionado program.

Up to 50% discount under the world's best

Are you older than 18?  Good.  Then you qualify for all of the following:

  • Import tax exemption for household goods
  • Tax exemption to import a new car every two years
  • 50% off entertainment anywhere in the country (movies, theaters, concerts, sporting events)
  • 30% off bus, boat, and train fares
  • 25% off airline tickets
  • 50% off hotel stays from Monday through Thursday, and 30% from Friday through Sunday
  • 25% off at restaurants
  • 15% off hospital bills (if no insurance applies)
  • 10% off prescription medicines
  • 20% off medical consultations
  • 15% off dental and eye exams
  • 50% reduction in closing costs for home loans
  • 25% discounts on utility bills
  • 15% off loans made in your name
  • 1% less on home mortgages for homes used for personal residence

This is just a sampling – the list is long and appealing.

It's hard to believe that all you need to enjoy all these amazing benefits is a minimum monthly pension of $500 (plus another $100 per dependent) to be eligible.

There's no mystery to it either – the application process is a breeze.  It's a one-time application, it takes about a month, and no renewals are necessary.

There is simply no other retirement incentive program anywhere in the world that comes close to it.

Retirement, of course, doesn't mean you have to stop working.  With all the growth and development going on, there's lots of opportunity if you want or need to be productive or earn an income.  Once again, there are attractive incentives, depending on the type of business you're engaged in.  For example:

  • If you generate your income outside of Panama, you're exempt from paying taxes on it.
  • If your income is generated from the sale or rental of property, you're exempted from income tax for 10 years. You can also deduct 100% of the costs of the renovation from your income tax, plus you won't have to pay any duties on any materials you import to complete the renovation.
  • If you start up a business in the tourism industry and invest a minimum of $50,000, you'll get a 20-year exemption of any import taxes due on materials, furniture, equipment, and vehicles; a 20-year exemption on real estate taxes for all assets of the enterprise; exemption from any tax levied for the use of airports and piers; and accelerated depreciation for real estate assets of 10% per year.

These are some pretty serious incentives, certainly worth considering how one might structure a business to benefit from them.  And if you can't take advantage of them, so be it – at least Panama's tax burden is known for its "lightness".

Panama – Hub of the Americas Real Estate Tour

Day 1 ~ Fly to Panama & check in to Hotel Bristol
Arrive in Panama and check in to the Hotel Bristol. In the evening we’ll have a “meet and greet” cocktail and hor douevres reception.

Day 2 , ~ Panama City
Enjoy breakfast at the hotel. We'll spend the day exploring real estate opportunities in the city. Lunch included. In the evening we’ll have dinner and a seminar on real estate and retirement in Panama, presented by experts on the subject. Overnight at the Hotel Bristol.

Day 3 , ~ Panama City – Boquete
Enjoy breakfast at the hotel and then transfer to a local airport for a morning flight to David (approx. 60 min). Transfer to Boquete and explore the area for real estate opportunities and cost of living in Boquete. Lunch included. Overnight at the Finca Lerida Lodge.

Day 4 , ~ Boquete – Bocas del Toro
Enjoy breakfast at the hotel and then transfer to David for a morning flight to Bocas del Toro. Take an ocean tour and explore local real estate programs. Spend the afternoon dolphin watching or snorkeling. Dinner as a group. Overnight at the Hotel Bocas del Toro.

Day 5 , ~ Bocas del Toro

Day 6 , ~ Bocas del Toro – Coronado

Day 7 , ~ Coronado – El Valle – Panama City
